The Civil Society Unmuted Coalition South Africa (CSUCSA) notes with deep concern the recent announcement by the Minister of Justice, Hon Mamoloko Kubayi, indicating that the government can no longer afford to fund the Madlanga Commission.
This development comes at a critical time when South Africa continues to confront the far-reaching consequences of corruption and the capture of key state institutions. The Commission has played a pivotal role in uncovering the depth, scale, and systemic nature of governance failures, and in restoring public confidence in accountability processes. As a coalition grounded in the pillar of Good Governance and Democracy, CSUCSA views this decision as a matter of serious national interest.
The work of the Commission is not a luxury—it is a democratic necessity. Efforts to expose wrongdoing, strengthen institutions, and advance accountability must be fully supported, not curtailed.
CSUCSA is concerned that discontinuing funding at this stage risks undermining the progress already made in confronting corruption. It may also send a troubling message about the state’s commitment to transparency, justice, and consequence management.
Cynthia Chishimba, National Chairperson of CSUCSA, stated:
“We cannot, as a country, speak of renewal and ethical leadership while retreating from the very processes that expose corruption. This decision risks becoming an indictment on the memory and sacrifices of whistleblowers who paid the ultimate price to defend truth and accountability. To halt this work now is to send a message that their courage was in vain—and that is a message we must firmly reject. If we are serious about rebuilding our nation, then accountability must be funded, protected, and completed.”
We therefore:
- Call on the government to urgently reconsider this decision and prioritise the completion of the Commission’s work.
- Urge Parliament and relevant oversight bodies to intervene and ensure that accountability mechanisms are adequately resourced.
- Encourage civil society, the private sector, and development partners to actively engage in safeguarding democratic institutions and processes.
CSUCSA remains committed to amplifying the voices of citizens and holding the state accountable. We will not remain silent on matters that affect the integrity of our democracy and the future of our country.
The fight against corruption requires unwavering political will, sustained investment, and collective responsibility. Anything less risks reversing the gains made and weakening the very foundations of our constitutional democracy.
